A. Mission
The mission of the UAMS Library aligns closely with the overall mission of the University of Arkansas for Medical Sciences. As a major biomedical information resource and partner in the mission of UAMS, the Library promotes the advancement of research, education and patient care at UAMS and service to the state of Arkansas.
To help meet the mission of UAMS, the Library provides:
- a collection of information resources (the majority of which are available online)
- a variety of services (circulation, interlibrary loan, reference, community outreach, ereserves, copyright, etc.),
- a physical facility (for study, collaboration, technology access, relaxation, etc.)
- faculty and staff (who provide services and who work on numerous UAMS committees).
As indicated in the quantitative indicators page later in this report, the Library’s resources and services are heavily used by UAMS faculty, staff and students, as well as by the public. Provision of these resources and services requires a significant amount of time and effort on the part of the 34.5 FTE employees of the Library. This annual report does not give many details of the basic work of the Library, but rather mainly provides information on activities of unusual emphasis during the year.
B. Of Special Interest in 2007/2008
Trends in Collections –Two trends in pricing for e-journals this year were alarming. A few publishers based the cost of a site license for e-journals on the campus’ previous record of usage. The campus usage of online journals continues to be tremendously high. Another trend in pricing was tier-pricing. UAMS, as a doctoral academic campus with an attached hospital, falls into one of the more costly tiers. Fortunately the majority of the journals are part of publishers’ packages that give our campus access to many journals that the Library would not be able to afford as individual subscriptions or consider in scope. Our users accessed a wide array of journals included in these packages that would have formerly required interlibrary loans because they are used relatively infrequently. The cost per use of these journal packages this year ranged from $0.75 to $7/per use making this method of purchase highly cost effective. The practice of buying journals in publishers’ packages, however, makes it difficult to cut the journal budget because these packages are licensed for multiple years and cancellation of the package would eliminate hundreds of e-journals.
The Library introduced more e-book collections this year. Thieme Atlases and Textbooks were used in 5174 sessions during October 2007-June 2008, and AccessPharmacy, bought by the College of Pharmacy through the Library, was used in 3949 sessions September 2007-June 2008. AccessMedicine was used in 28,768 sessions in 2007. Our users have taken advantage of the additional features such as images, case files, board reviews, and videos that are included within the collections.
Student Area Renovation Phase II –2006/2007 was the first year of a multi-phased renovation plan. During Phase I much of the 1st floor was designated a study area, and all shelving for print reference journals and indices was replaced with new tables, chairs, electrified laptop tables, and soft seating.
In 2007/2008, Phase II addressed noise, temperature, and access issues affecting students. A glass wall was erected to separate the noisy front entrance area of the Library from the new study area where most computers and the new furniture are located. Reference Department offices were consolidated into one location to leave a large ‘silent room’ adjacent to the study area, with new individual study carrels and tables. A lounge with vending machines was created adjacent to the silent room. Phases I and II provided 98 additional seats for students.
The glass wall also enabled the Library to provide access for students to the study area in the North half of the first floor, the silent room, and the lounge when the Library is closed. Students are able to access the area through the emergency door at the North end of the first floor using a card swipe reader. No library staff or reference and circulation services are available when the Library is closed, and access to the rest of the Library, including the print collections on 2nd and 3rd floors, is not available. Funding for the glass wall was provided by the Chancellor and the Dean of the College of Medicine.
A survey of students was conducted to determine the impact of the changes in the Library study areas and 24/7 access on students’ perceptions of the Library. Students were very positive about the new furniture, 24/7 access, and the glass wall, though they were still troubled by noise, inadequate electricity, and insufficient numbers of group and individual study rooms. The Library has begun planning for Phase III, and is currently asking for assistance in funding additional renovations to further address these concerns.
Increase in Use of Facilities - The Library had a significant increase in the number of people entering the Library (189,910). This is an increase of 18,256 or 11%. Students used the new study area on the 1st floor of the Library after hours 3,838 times, and used the X-Lab, a 24-hour computer lab located outside the LRC on the 5th floor, 4,021 times. The increase in use of the facilities reflects the increase in class sizes, students taking advantage of after hours access, and the better study environment created by the new furniture, glass wall, and noise reduction.
Decrease in Staff and Collections - The Library faced difficult collection and personnel decisions in 2007/08 as the cost of journals and databases continued to increase while the Library received only 1/3 of the base budget increase needed to maintain the collection at its current level. Working with the Library Advisory Committee, databases and journals were selected for cancellations and the book budget was decreased by nearly 20%. Two positions in the Library Systems Group were transferred to IT as IT assumed responsibility for maintaining the Library’s fourteen servers. The salary savings were re-allocated to collections. The position of Circulation Night Manager was also eliminated. The elimination of the two IT positions and the vacant night manager position decreased the number of Library staff from 37.65 FTE to 34.65 FTE. In order to maintain adequate Library services with three fewer staff members, many responsibilities and duties were redistributed within departments and across departments.
C. Progress on Short-Term Goals for 2007/2008
The following goals were completed or are well underway:
Open a 24/7 study area for students and residents on the 1st floor and develop space reallocation/renovation plans throughout the Library to maximize study and research areas

Continue to weed print journal volumes, especially journals that are available online permanently
About 400 bound journal volumes and 1,000 out-dated books were weeded.
Publicize and support the Research and Clinical Search Services that provides free literature searches, consultations, and classes to support clinicians and researchers

Publicize clinical resources, especially DynaMed, at UAMS, and work with ACH and AHEC libraries and their affiliated hospitals to provide access to DynaMed while also working to develop an Arkansas health sciences libraries consortium
UAMS, ACH, the AHEC libraries and their primary hospitals now have access to DynaMed, and other Arkansas hospitals will gain access during the coming year.
Redefine the vacant reference librarian position based on changes in the website support and outreach activities, and reorganize support for the Library website by spreading responsibilities between a website editor and technical support
Responsibilities within the Reference Department were redistributed, and Daphne Hyatt was hired as the new Outreach Librarian. Website support activities continued to be carried out by a committee working with the technical support of Loretta Edwards, Library Web Services Manager.
Work with the Graduate School to implement electronic submission of theses/dissertations to ProQuest for inclusion in Dissertation Abstracts
The Dean of the Graduate School agreed to pay for open access publication fees for UAMS dissertations, which will be submitted electronically by Library staff beginning in the fall of 2008.
Expand the Historical Research Center Digital Collections to include additional documents, photographs, and other materials; continue to try to acquire additional space for the UAMS Archives
The HRC digital collections database now contains over 500 photographs, including photos of many of the museum items (old instruments, etc.) in the HRC. The Library received two significant contributions to the HRC during the year – a $142,000 endowment from the Nollie Mumey estate and a significant contribution from Edwina Walls Mann. Additional space has not been acquired for the Archives.
Further develop the library liaison program to include additional colleges, institutes, and departmental programs, and increase the number of learning opportunities
The coordinator of the program resigned to take a position at the Arkansas Department of Health, strengthening the connection between the Library and ADH.
Work with Academic Computing, the Office of Educational Development, and the Academic Computing Advisory Committee, the Teaching with Technology Committee, and the Education and Technology Support Program Committee to provide a comprehensive program for supporting educational technology at UAMS (including continuing to provide Friday@Noon series presentations and the annual Teaching with Technology symposium, and publicize the resources in the Teaching Resource Center)
Several Friday@Noon and other sessions were held throughout the year, and a very successful Teaching with Technology symposium was held for 125 attendees.
Go live with the Arkansas Go Local project and maintain relationships with appropriate partners The Go Local site went live during the year with over 2,000 records.

Continue to develop the Arkansas Public Health Virtual Library website and promote its use throughout the state
The site is still being maintained and is actively used by many health professionals.
Plan and convene a National Network of Libraries of Medicine (NN/LM) Arkansas Regional Advisory Committee (RAC) meeting
Due to staff turnover in the NN/LM office, the RAC meeting was scheduled for July 29, 2008.
Explore scholarly publishing issues, such as impact factors, open access journals, creative and science commons, with colleges and inform them of new developments and possible implications
Information was maintained in the scholarly publishing section of the Library’s website at http://www.library.uams.edu/schpub/nihpolicy.aspx.
Support the professional development of the librarians and staff through participation in college and campus wide opportunities such as the Leadership Institute, Professional Development Day, House of Delegates, and other campus committees; conversely, contribute to the library community by sharing innovative ideas through presentations, papers, posters, and articles.
Library faculty and staff were very active on campus and in professional organizations. See more information elsewhere in this report.
The following goals were either not undertaken or only minimal progress was made:
Collaborate with UALR and UAMS OED in developing a program to increase the writing and research skills of UAMS students
Although this is needed, we have been unable to set aside time and effort to pursue this goal.
Implement a plan to provide the best electronic resources financially feasible for preceptors, other volunteer faculty and unaffiliated health professionals while remaining within our license agreements
A contract was negotiated and funding secured to provide access to DynaMed for all health professionals in Arkansas. An information portal with links to PubMed, MedlinePlus, DynaMed, etc. will be developed during the coming year to provide easy access to these information resources.
Participate in decisions about library and information resources aspects of any UAMS expansion into northwest Arkansas as well as the North Central AHEC
After a few short preliminary discussions and one road trip to NW Arkansas, the Library awaits additional opportunities to participate more fully in the discussions and planning for both expansions.
Revise and implement an emergency management plan for the Library working with all appropriate partners such as UAMS Information Technology and emergency management personnel, other SCAMEL libraries, and other UA System Libraries when feasible
The planning process has begun and will continue during the coming year.
D. Highlights of Library Activities
The Library faculty and staff participated on many education, clinical, research, and outreach committees and task forces in 2007/2008. The active participation in and leadership of campus committees enabled the Library to make a difference in the lives of the people of UAMS. Major activities and committee support are listed below each of the missions.
Education Mission
Orientations/Tours/Presentations/Classes – The Library provided tailored orientations to the library information resources and services for all colleges, housestaff, and new faculty. Classes were taught on diverse topics such as PubMed, Evidence-based Medicine, RefWorks, Databases and Searching, Social Sciences Resources, and Toxicology Resources.
Library Liaison Program – Liaisons were assigned to all colleges with the charge to keep their faculty and students aware of new resources and services of interest to their disciplines. This involved presentations, e-mails announcing new resources, classes, and one-on-one assistance.
Student Recruitment Activities – Outreach, Reference, and the LRC participated in the USSEP and MASH programs by giving presentations and supporting students using health sciences resources.
WebCT Support Team - Joanna Delavan and Heather Smith of the LRC joined the WebCT Support Committee and provided increased support for WebCT including assistance to students and to faculty developing WebCT courses. Because they are on the frontlines of support for WebCT in the LRC, including assisting with testing, their understanding of WebCT and their input into the implementation of WebCT have been very helpful.
UAMS Teaching with Technology Committee (TWT) - Highlights of TWT activities this year include the 2nd Annual Teaching with Technology Symposium which drew 125 educators from around the state to a two day event. Participants represented many higher education institutions as well as K-12 teachers. Approximately half of the participants were UAMS educators and support staff. Funding from the Symposium was used to supplement funds from the educational technology fees that were provided by the Vice-Chancellor for Academic Affairs in the purchase of equipment and software for the Teaching Resource Center (TRC) located in the Library. The use of the TRC increased this year with 945 faculty uses of the equipment, software, and expertise of the staff in educational projects. The Friday@Noon series continued this year. The Task Force for the Investigation of Collaborative Learning Technologies, a task force appointed by the TWT Committee, selected Wimba as the most important learning program to support instructors teaching in an interactive classroom via the Internet. The Vice-Chancellor for Academic Affairs funded the purchase of Wimba. Implementation will be in 2008/2009.
Copyright Assistance – Jan Hart provided one-on-one copyright assistance to over 75 educators this year. She gave presentations to various groups such as the CON Summer Institute, the ACH Residents Seminar and the ACH Faculty Seminar, and was frequently called upon to work with other presenters to field copyright questions. Jan created an online module ‘Copyright – Good Habits’ that is available from the Library website.

Clinical Mission
ACH Contract – ACH contracts with the UAMS Library to provide a librarian and library services. The UAMS Library provided backup for the ACH librarian as needed, cataloged ACH materials, and provided interlibrary loans and document delivery for ACH personnel. The ACH librarian participated in UAMS Library activities including continuing education, faculty meetings, and library committees.
DynaMed – The Library added DynaMed, a point-of-care clinical information resource, to support clinicians. The Library’s DynaMed license provides access from off-campus and includes free downloads of PDA versions. DynaMed is also important because it is a clinical resource tool that will be made available to all health care professionals throughout Arkansas (see further information under Outreach Mission.)
Sunrise Systems Support – Jan Hart attended Sunrise Development Team meetings to ensure that access to clinical resources purchased by the Library was available to clinicians in the hospital. Also important are the resources, such as Clin-eguide and 64 electronic books, licensed as part of the Sunrise Systems and made available to all UAMS faculty and students through the Library website.
PDA Project – The Library and the Medical Informatics Subcommittee of the COM Curriculum Committee negotiated for heavily discounted PDAs to be sold to any UAMS employee or students. The Library handled the purchase transactions. Students, residents, and clinicians purchased 68 units to support clinical resources.
Antenatal and Neonatal Guidelines, Education and Learning System, (ANGELS) Service Susan Steelman provided in-depth, extensive literature searches in numerous databases for each new topic and guideline renewal. She conducted 58 searches for the ANGELS project this year.

Research Mission
NIH Mandate and Scholarly Publishing – Mary Ryan assisted the Vice-Chancellor for Research in providing information to UAMS researchers and authors about the NIH Public Assess Policy. The Library website provides links the policy, informational materials and FAQs, and materials tailored for UAMS faculty, including a letter to accompany articles submitted for publication.
Research & Clinical Search Services (RCSS) - The RCSS provided free expert literature searches for research, patient care, teaching, publication and presentation purposes, etc. One-on-one or small group database training sessions were provided as well as consultations on search strategies and searching techniques. Brynn Mays and Susan Steelman, expert searchers, completed 191 in-depth literature searches this year, including ANGELS, IACUC AUP searches and searches done for faculty.
Institutional Animal Care and Use Committee (IACUC) - Susan Steelman served as a voting member of the IACUC. She reviewed each protocol’s animal alternative search and attended the monthly committee meetings. Consultations or literature searches were provided for researchers needing assistance with the search under Assurance Statement 1. Susan and Brynn Mays, her back-up on IACUC, reviewed searches on 152 protocols in 2007/08. They also provided over 70 animal alternatives literature searches for researchers.
IDeA Networks for Biomedical Research Excellence (INBRE) – Heather Smith and Fred Bassett ran the Access Grid facilities for meetings of INBRE that enabled researchers from various locations around the state to hold their meetings and consultations via the Access Grid.

National Network of Libraries of Medicine/South Central Region Outreach Contract – Through an annual contract with the NN/LM SCR, the Library provided three training classes on biomedical information resources to health professionals, public health workers, and medical librarians in Arkansas, and promoted awareness of National Library of Medicine and Arkansas-specific biomedical information resources by exhibiting at seven health fairs and conferences during the year.
ARHealthLINK – Arkansas Go Local – The Library launched ARHealthLINK – Arkansas Go Local after months of identifying, verifying, and organizing information about health services in Arkansas. Individuals searching for information on a health condition or disease can find it at MedlinePlus, a health information website maintained by the National Library of Medicine that offers free and vetted information for consumers and health professionals. The “Go Local” feature on each health topic page enables searchers to access a list of Arkansas services related to the health topic. Or, users can start at the ARHealthLINK –Arkansas Go Local home page to first identify services and then select a link to a MedlinePlus health topic for more information about a condition or disease. The Arkansas Go Local project is funded in part by the National Library of Medicine, National Institutes of Health, Department of Health and Human Services (Contract No. N01-LM-6-3505).
AHEC Support – The Library continues to support the AHEC libraries by cataloging their collections, sharing resources when possible, providing technical support, and hosting regular AHEC librarian meetings at the UAMS Library.
DynaMed, AHECs, and Health Care Professionals – The AHEC Libraries and the UAMS Library have implemented a project to develop an information portal which will provide easy access to DynaMed, a knowledge-based clinical information resource, and several other health information resources for all health care professionals in Arkansas.
Health Sciences Librarian’s Conference – The Library Outreach Coordinator arranges for continuing education opportunities which are offered to all medical librarians in Arkansas. In March, the Library hosted a conference for health sciences librarians that included discussion of the DynaMed statewide project, the Arkansas Go Local update, an MLA Webcast entitled “Web 2.0 Principles and Best Practices: Discovering the Participatory Web,” (2 MLA C.E. credits) and a 6 hour workshop, “Measuring Your Impact: Using Evaluation for Library Advocacy” (6 MLA C.E. credits).

IT Activities and Collaborations
Microsoft Guide - Several staff members participated in training for Microsoft Office products to improve their skills in developing documents, spreadsheets, and reports. Joanna Delavan created an Office 2007 User’s guide to assist people with the transition from Office 2003 to Office 2007. The basic tasks needed for Word, Outlook, Excel and PowerPoint are documented with step-by-step instructions. IT has developed the document into a webpage on the Intranet. Others took courses in DreamWeaver to enhance their skills with web development.
Collaboration with IT - The Library, along with other academic units, worked to strengthen their relationship with UAMS IT by collaborating on several academic projects and committees.
Representative for UAMS - Jan Hart represented UAMS at two meetings of the AAMC Group for Information Resources and is also one of several UAMS representatives for Educause.

The Library has contributed to the welfare of the UAMS Community through service on committees that enhance the quality of the work-life of the employees at UAMS. Five Arts of UAMS exhibits and receptions were hosted by the Library. The History of Medicine Associates sponsored an annual dinner meeting with a presentation on the Tuberculosis Sanatorium in Booneville, Arkansas and a spring lecture entitled, “Women Doctors in the Military during Times of War,” by Dr. Laurie Hughes. Heather Smith (2007) and Brynn Mays (2008) participated in the Leadership Institute Classes and served on various committees such as the Pathways to Excellence planning groups.

E. Personnel
The following faculty and staff members were recognized for their years of service at UAMS: 30 years - Connie Wilson; 15 years - April Hughes, Sharon Keel; 10 years - Tim Muren; 5 years - Bill Buettner, Mary Carson, Abby Holt, Shawn McGhee, Heather Smith.
UAMS CIO Kari Cassel proposed the transfer of two positions in the Library Systems Group to the UAMS IT Division to address their need for qualified server and workstation support personnel as server support was being consolidated across campus. The Library retained the salaries in the base budget to help alleviate the chronic collection budget shortfall. Mike Crume and Charles Byrne moved to positions in IT and the Library servers were moved to IT in May/June of 2008. Dena Plaisted, Shawn McGhee, Loretta Edwards, and Laura Underwood continued to provide support for the applications and workstations for the Library.
The Library staff were saddened by the death of Ricky Duckery, Library Circulation Night Manager, who had worked in the Library for 19 years. Rickey’s vacant position was eliminated, and the salary was retained in the base budget to pay for journals.
Ben Ridout resigned in July 2007, and Daphne Hyatt was hired into that faculty position as the new Outreach Services Librarian in April of 2008. Abby Holt finished her MPH and resigned from her faculty position as Education and Liaison Librarian in June 2008 to work for the Arkansas Department of Health. She will remain an advocate for the Library at the Department and hopefully serve as a liaison between the two units.
The Library continued to have 14 professional librarians including the ACH librarian. The paraprofessional staff were reduced from 26 to 23 (20.65 FTE) in 2007/2008.
Professional Activities
The UAMS Library continues a long tradition of participation and leadership in professional organizations. The Library faculty and staff participated in national, regional, state and local organizations to further the discipline of library and information sciences and to ensure that the UAMS Library investigates and implements the best practices of academic health center libraries. Relationships supported by the professional organizations listed below provided opportunities for consortial purchases and reciprocal agreements that helped mitigate the impact of the rapidly rising cost of journals.
National Professional Activities
Medical Library Association - Mary Ryan was elected the President of the Medical Library Association of the United States and Canada (MLA) for 2008/2009, and she was a member of the MLA Board of Directors and Executive Committee. Rachel Gyore was appointed Chair Designate of the MLA Oral History Committee. Susan Steelman served as the MLA Chapter Council Alternate from the South Central Chapter, and was appointed to MLA’s David A. Kronick Traveling Fellowship Jury.
NIH – Mary Ryan served on the NIH PubMed Central Advisory Committee.
Association of Academic Health Sciences Libraries – Mary Ryan served on the AAHSL Board of Directors.
Regional Professional Activities
South Central Chapter of the Medical Library Association (SCC/MLA) –Susan Steelman served on the SCC/MLA Chapter Website Redesign Task Force and the Bylaws Committee. Lily Liu was the SCC/MLA 2007-2008 Secretary. Dena Plaisted was co-chair of the 2008 SCC/MLA Annual Meeting Program Committee, and continued to serve on the SCC/MLA Membership Committee.
South Central Academic Medical Libraries Consortium (SCAMEL) - Mary Ryan served on the South Central Academic Medical Libraries Consortium (SCAMEL) Board of Directors. Dena Plaisted continued to chair the SCAMEL Interlibrary Loan Committee. Rachel Gyore was awarded the 2008 SCAMEL Librarian Exchange Program grant for a reciprocal visit with UT Southwestern Medical Center Library, Dallas, TX.
National Network Libraries of Medicine, South Central Region (NNLM/SCR) – Dena Plaisted continued to serve on the NNLM/SCR Document Delivery Committee and the Technology Committee. Rachel Gyore was appointed to the Emergency Planning and Preparedness Committee. Mary Ryan chaired the Arkansas Regional Advisory Committee.
State and Local Professional Activities
ARKLink - Dena Plaisted and Mary Hawks were members of the Resource Sharing Committee of ARKLink, a consortium of 46 academic libraries in Arkansas.
Arkansas Library Association and Association of Library Paraprofessionals - Several staff members participated in the Arkansas Library Association and Association of Library Paraprofessionals conferences.
Council of University of Arkansas Research Libraries - Mary Ryan worked with the other University of Arkansas research library directors through the Council of University of Arkansas Research Libraries to maximize access to information resources in the libraries. Several other UAMS librarians were members of various subcommittees of the Council.

G. Short-Term Goals for 2008/2009
- Develop a broad 3-5 year strategic plan for the Library
- Review and enhance the Library website
- Enhance access to information resources for unaffiliated health professionals throughout Arkansas
- Strengthen outreach program, including relationships with Arkansas hospital librarians
- Continue to improve study space for students
- Use technology to provide greater access to the Library’s training and support programs
- Implement revised emergency preparedness plan
- Develop conflict of interest guidelines for the Library faculty and staff consistent with the UAMS guidelines
- Develop a plan for reducing the impact of the Library on the environment
- Preserve the history of UAMS and its people
- Re-enforce awareness by campus administration of the continuing costs associated with paying for access to online information resources, especially with the prospects of expanding class sizes and the addition of the NW Arkansas satellite campus.
- Hire replacement for retiring Collection Management Librarian
